The PASS program has been designed to streamline permitting throughout the Sacramento region. It will provide a more efficient and effective plan review process by implementing a clear and concise set of standards for document content and organization. Participation is voluntary, and requires a training class and passing a test. PASS launched with the TI program which covered Tenant Improvements and Small Commercial Projects.  In January 2017 the PASS NC Program was launched which extends the PASS coverage to any size New Commercial or Multifamily Project.

Jurisdictions involved in the program development included: Cities of Sacramento, Roseville, Rocklin, Elk Grove, Galt, Lincoln, Folsom, Rancho Cordova, West Sacramento, Citrus Heights, Woodland, Davis, and Oakdale; Counties of Sacramento, Stanislaus, El Dorado and Placer. Additional jurisdictions are expected to adopt the program in the future.

and who wants the benefits of streamlined permitting at participating jurisdictions
